    Long story short: it was her video card software from ATi.
    Turns out there is a feature to use two monitors in Windows XP and up. Her video card software fro ATi installed a service that runs in the background. It is called ATi Hotkey Poller. I went to control panel \ adminstrative tools \ services and stopped the service. Then I disbled it from auto starting. Magic! the problem was gone.

    What anti-virus software do you run? You can download the one I use and it is free.

    Look for a button that says “Download AVG Free” Also, on the Main page of this site there is a post on how to get ‘Windows Defender’ free from Microsoft. Install both programs and run them to clean your system. Then Follow the Tabs at the top and preform the cleanup recommended.
    ie. go to tab 1.restore and create a restore point, the go to tab 2. Delete and then 3. defragmentation
    Let me know if this does not help.
